HoosierTaxBill is an independent project by Dustin Rasener to help Indiana residents understand school referendum estimates. It shows both ballot outcomes and does not recommend a vote. Tax changes are described numerically, without language intended to favor an outcome.
What the comparisons mean
Pass versus fail compares the same future year and assessed value. If the measure fails, an existing referendum continues through its own expiration date. The ballot’s stated tax increase uses a separate statutory calculation, which can differ from the pass/fail comparison.
Old law is a hypothetical comparison using pre-SEA 1 deduction rules and renewal of existing referendum rates. It is not another option on the ballot.
What is estimated
Calculations support ordinary homestead and non-homestead residential real property. They account for the modeled deduction schedules, tax caps, and supplemental homestead credit. Other property classes, mixed-use parcels, special deductions and credits, and separately assessed mobile or manufactured homes require a separate calculation.
Future referendum rates are projections or explicitly described assumptions. Other levy rates are held at their 2026 levels. Assessed-value growth is a visitor-selected assumption. These are estimates, not tax bills.
Sources and review
Each calculator links its sources and explains its rate assumptions. The shared-engine review on September 12, 2026 checked deduction schedules, caps and credits, expiration behavior and ballot rounding. It did not certify every future district projection.
Carmel’s intermediate 2028–2030 rates are interpolated. HSE and Noblesville’s full imported projection schedules still await a complete source review. Noblesville’s published $1.88 monthly average has not been reconciled with this model. Zionsville’s ballot-example deduction-year convention remains under review.

Address lookup and privacy
Carmel is the only district with address lookup in this release. Its imported county-record snapshot may differ from your current bill; confirm the value, homestead status and taxing district. Your entries and calculations stay in your browser. No account is required. Like other websites, the hosting provider receives ordinary connection information when serving pages.
